Will the number of diggs, upvotes, thumbs-ups given by a user to other’s submissions be considered in…..?

Will the number of diggs, upvotes, thumbs-ups given by a user to other’s submissions be considered in evaluating the popularity of the user in social bookmarking sites?
Can we achieve popularity only by submitting webpages, by not digging and upvoting other’s submissions?
